قائمة الأعلام الوطنية للدول ذات السيادة
تمثل جميع الدول الأعضاء في الأمم المتحدة البالغ عددها 193 دولة ، بالإضافة إلى دولتين مراقبتين غير عضوتين في الجمعية العامة، فضلاً عن عدد من الدول بحكم الأمر الواقع ، نفسها بأعلام وطنية . تحمل هذه الأعلام عادةً رموزاً خاصة بكل دولة ، وتُستخدم كشعار يميزها عن الدول الأخرى في السياسة الدولية . وتعتمد الحكومات الأعلام الوطنية لتعزيز الروابط الوطنية وإضفاء الشرعية على سلطتها الرسمية. وقد تتضمن هذه الأعلام عناصر رمزية لشعوبها وجيوشها وأراضيها وحكامها وسلالاتها الحاكمة . ويُعد علم الدنمارك أقدم علم لا يزال يُستخدم حتى اليوم ، إذ اعتُرف به كرمز وطني منذ القرن الثالث عشر.
الخلفية والتعريفات
بحسب قاموس كولينز الإنجليزي ، فإن العلم الوطني هو " علم يُمثل دولة أو شعارًا لها ". [ 1 ] يُمكن استخدام كلمة "دولة " للإشارة إلى دولة قومية أو دولة ذات سيادة ، تُسمى أحيانًا دولة مستقلة، مع العلم أن الدولة قد تكون أيضًا جزءًا من دولة ذات سيادة، كما هو الحال في المملكة المتحدة التي تتكون من اتحاد أربع دول أو أمم - تحديدًا مملكتين ( إنجلترا واسكتلندا )، وإمارة (ويلز)، ومقاطعة ( أيرلندا الشمالية ) . [ 2 ] من المتعارف عليه في القانون الدولي أن تعتمد الدول القومية علمًا لتمييز نفسها عن الدول الأخرى . [ 3 ]
تُعتبر الأعلام الوطنية "ربما أقوى وأوضح تعبير عن الهوية الوطنية"، وقد استخدمتها الحكومات لتعزيز الروابط داخل البلاد، وتحفيز الروح الوطنية ، وتكريم جهود المواطنين، وإضفاء الشرعية على السلطة الرسمية . [ 4 ] على مر التاريخ، استُخدمت عناصر الأعلام لترمز إلى الحكام، والسلالات الحاكمة، والأراضي ، والجيوش ، وشعوب بلدانهم. [ 5 ] كما تُمثل الأعلام، من الناحية المفاهيمية، القيم الأساسية للبلاد ، مثل الانتماء الجماعي وحب الوطن. [ 6 ] في عام 1975، صرّح عالم الرايات الأمريكي ويتني سميث بما يلي بخصوص دور الأعلام في المجتمع: [ 7 ] [ 8 ] [ 9 ]
إن تقليد الأعلام راسخٌ لدرجة أننا قد لا نكون بعيدين عن الصواب إذا افترضنا وجود قانون - ليس قانون الطبيعة، بل قانون المجتمع البشري - يدفع الإنسان إلى صنع الأعلام واستخدامها. ولعل أبرز دليل على ذلك هو أنه على الرغم من عدم وجود أي تنظيم أو معاهدة دولية تلزم بوجود علم وطني، فقد اعتمدت كل دولة، دون استثناء، علماً وطنياً واحداً على الأقل.

بحسب قاموس أكسفورد الإنجليزي ، تُعرَّف الدولة ذات السيادة بأنها "دولة أو أمة ذات إقليم محدد وسكان دائمين، تُدير شؤونها بنفسها، ومعترف بها كدولة غير خاضعة أو تابعة لأي قوة أخرى". [ 10 ] ويُستمد عدد الدول ذات السيادة في العالم عمومًا من عدد الدول الأعضاء في الأمم المتحدة ، مع وجود دول غير أعضاء، [ 11 ] تُسمى هذه الدول بالدول بحكم الأمر الواقع . [ 12 ] اعتبارًا من عام 2024، تضم الأمم المتحدة حاليًا 193 دولة عضوًا ودولتين مراقبتين دائمتين : فلسطين ومدينة الفاتيكان . [ 13 ] [ 14 ] وتشمل الدول بحكم الأمر الواقع: شمال قبرص ، [ 15 ] وأبخازيا ، [ 16 ] وأوسيتيا الجنوبية ، [ 17 ] وترانسنيستريا ، [ 18 ] وكوسوفو ، [ 19 ] والجمهورية الصحراوية ، [ 20 ] وصوماليلاند ، [ 21 ] وتايوان . يُعدّ علم الدنمارك أقدم علم لدولة ذات سيادة لا يزال يُستخدم حتى اليوم ، وقد اعتُرف به كرمز وطني للبلاد منذ القرن الثالث عشر، على الرغم من أن النسخة الحالية اعتُمدت رسميًا عام 1867. [ 22 ] [ 23 ] وتُمثّل جميع الدول الأعضاء البالغ عددها 193 دولة، بالإضافة إلى دولتين مراقبتين، بأعلامها في مقر الأمم المتحدة بمدينة نيويورك . [ 24 ]
